The President's Information Technology Advisory Committee enthusiastically
supports your draft legislation, the Networking and Information Technology
Research and Development Act. We are pleased that this bill closely
tracks PITAC's recommendations for increased Federal funding for information
technology as outlined in our report to the President, Information
Technology Research: Investing in Our Future. This research is critical
to realizing the opportunities of information technology in the 21st
Century.
PITAC members are especially encouraged by your leadership in including
out-year budgets for research and development (R&D) in information
technology and in making the R&D investment tax credit permanent.
The application of information technology is critical to the overall
success of this nation's development and leadership in information
technology. Furthermore, information technology is essential to every
area of government. For these reasons, we would like to recommend
that you consider extending information technology R&D funding
to all agencies covered by the original HPC Act, some of which were
not included in your draft legislation.
Members of PITAC look forward to continuing to work with you and other
members of Congress and the Administration as you strive to put into
place the funding, policies, and programs critical to our nation's
future in information technology. If we can be of any assistance to
you, please do not hesitate to call upon us. Once again, congratulations
