Dr. Miller is a professional staff of the National Coordination Office (NCO) for Networking and Information Technology Research and Development (NITRD). He joined the NCO in April 1998 and has responsibility for coordinating multi-agency networking activities in Large Scale Networking (LSN). The LSN focuses on network security, end-to-end network performance, fostering optical networking testbeds, and middleware and applications development. Dr. Miller also coordinates the implementation teams of the LSN Working Group including the Joint Engineering Team, the Middleware and Grid Infrastructure Coordination Team, and the Networking Research Team.
Dr. Miller also is the Secretariat for the international Coordinating Committee for Intercontinental Research Networks (CCIRN). He provides liaison between ITR&D to both the Information Security Research Council (IRC) and the National Health Information Network initiative of the Office of the National Coordinator for Health Information Technology.
Prior to supporting the NCO, Dr. Miller supported the NASA NREN Program from 1994-1998 with responsibility for networking for the Earth Observing System (EOS) Data and Information System. In this capacity he also coordinated international networking cooperation through the Networking Subgroup of the Committee on Earth Observation Satellites (CEOS) and the Global Observation Information networks (GOIN) Presidential Initiative.
Dr. Miller also supported the State Department Undersecretary for Security Assistance with responsibility for coordinating international science cooperation programs, interagency development of the Chemical Weapons Treaty, and the development of U.S. Space Launch Policy.
Dr. Miller spent 20 years at the MITRE Corporation supporting the military development of data, information, and communications systems.
