Ms. Fratkin is the Senior Consultant in support of the NITRD NCO’s Supercomputing21 (SC21) program and activities. Ms. Fratkin serves as the interface with the SC Program Committee on all matters relating to the planning of activities in support of the 30th Anniversary of the signing of the HPC Act of 1991 and the NITRD Program. Ms. Fratkin is a public policy analyst concentrating on technology and telecommunications issues, particularly as they affect the higher education community. Realizing the impact that the growth in technology would have on this community, Sue founded Fratkin Associates in 1991. She regularly interacted with Congressional and Federal Agency personnel and reported on government hearings, programs, and publications, analyzing relevant legislation and regulations. Fratkin Associates’ s clients included several Washington based higher education and IT focused associations. She also served for more than 27 years as the Washington Liaison for the Coalition for Academic Scientific Computation (CASC), now an alliance of more than ninety (90) supercomputing centers. As the author of numerous articles on public policy and telecommunications and technology policy pertaining to the higher education community, Sue has participated as a panelist in national conferences and has served as a reviewer for Federal education technology programs. She now consults widely with programs related to high performance computing.
