Comments received in Response To Request for Information on the Development of a 2025 National Artificial Intelligence (AI) Research and Development (R&D) Strategic Plan

On behalf of the Office of Science and Technology Policy (OSTP), the Networking and Information Technology Research and Development (NITRD) National Coordination Office (NCO) published a Request for Information (RFI) on April 29, 2025 (closed May 29, 2025). The RFI welcomed input from all interested parties on how the previous administration’s National Artificial Intelligence Research and Development Strategic Plan (2023 Update) can be rewritten to secure the United States position as the unrivaled world leader in AI. The new strategic plan will map out federal R&D over the next 3-5 years to accelerate AI-driven innovation, enhance U.S. economic and national security, promote human flourishing, and maintain U.S. dominance in AI. Through this RFI, the NITRD NCO encouraged the contribution of ideas from the public, including AI researchers, industry leaders, and other stakeholders directly engaged in or affected by AI R&D. Responses previously submitted to the RFI on the Development of the AI Action Plan will also be considered in updating the National AI R&D Strategic Plan. On behalf of the Office of Science and Technology Policy (OSTP), the Networking and Information Technology Research and Development (NITRD) National Coordination Office (NCO) welcomes input from all interested parties on how the previous administration’s National Artificial Intelligence Research and Development Strategic Plan (2023 Update) can be rewritten so that the United States can secure its position as the unrivaled world leader in artificial intelligence by performing R&D to accelerate AI-driven innovation, enhance U.S. economic and national security, promote human flourishing, and maintain the United States’ dominance in AI while focusing on the Federal government’s unique role in AI research and development (R&D) over the next 3 to 5 years. Through this Request for Information (RFI), the NITRD NCO encourages the contribution of ideas from the public, including AI researchers, industry leaders, and other stakeholders directly engaged in or affected by AI R&D. Responses previously submitted to the RFI on the Development of an AI Action Plan will also be considered in updating the National AI R&D Strategic Plan.

The Office of Science and Technology Policy (OSTP) via the Networking and Information Technology Research and Development (NITRD) National Coordination Office (NCO) and the National Science Foundation, published a Request for Information (RFI) on February 6, 2025, to obtain public input from all interested parties on the Development of an Artificial Intelligence (AI) Action Plan (“Action Plan”). This Action Plan, as directed by a Presidential Executive Order (Executive Order 14179) on January 23, 2025, will help define the priority policy actions needed to sustain and enhance America’s AI dominance, and to ensure that unnecessarily burdensome requirements do not hamper private sector AI innovation. Through this RFI, OSTP and NITRD NCO sought input from the public, including from academia, industry groups, private sector organizations, state, local, and tribal governments, and any other interested parties, on priority actions that should be included in the Plan. The RFI comment period ended on March 15, 2025. This page includes 10,068 responses that were responsive to this RFI.

Networking and Information Technology Research and Development (NITRD) Announces National Privacy Research Strategy

This strategy establishes objectives and priorities for federally funded privacy research, provides a framework for coordinating privacy research and development, and encourages multidisciplinary research that recognizes privacy needs of individuals and society and the responsibilities of the government. The science and technology advances established by this strategy will enable individuals, commercial entities, and the government to benefit from technological advancements and provide meaningful protections for personal information and individual privacy.
