FEDERAL CYBERSECURITY RESEARCH AND DEVELOPMENT STRATEGIC PLAN (2023)

This 2023 Federal Cybersecurity Research and Development Strategic Plan supersedes the 2019 Federal Cybersecurity Research and Development Strategic Plan. The Plan aims to coordinate and guide federally funded R&D in cybersecurity, including development of consensus-based standards and best practices. This Plan identifies five priority areas (human-centered cybersecurity, trustworthiness, cyber resilience, cybersecurity metrics, and cybersecurity research infrastructure) and three federal priority application scenarios (secure software and hardware supply chain, trustworthy artificial intelligence, and secure clean energy future) as the focusing structure for federal cybersecurity R&D activities and investments to benefit the nation.

This document includes relevant text from the 2016 and 2019 national AI R&D strategic plans, along with updates prepared in 2023 based on Administration and interagency evaluation of the National AI R&D Strategic Plan: 2019 Update as well as community responses to a Request for Information on updating the Plan. The 2019 strategies were broadly determined to be valid going forward. The 2023 update adds a new Strategy 9, which establishes a principled and coordinated approach to international collaboration in AI research.

PIONEERING THE FUTURE ADVANCED COMPUTING ECOSYSTEM: A STRATEGIC PLAN

It develops a whole-of-nation approach based on input from government, academia, nonprofits, and industry sectors, and builds on the objectives and recommendations of the “2019 National Strategic Computing Initiative Update: Pioneering the Future of Computing”.

FEDERAL HEALTH INFORMATION TECHNOLOGY RESEARCH AND DEVELOPMENT STRATEGIC FRAMEWORK

This strategic R&D Framework was developed to improve medical, functional, and public health outcomes through R&D in the use of data and IT for advanced health IT applications and improved detection of existing health concerns and discovery of emerging issues. It is expected that this Framework will help the United States capitalize on the full potential of health IT to improve the efficiency and effectiveness of healthcare and lengthen and improve the quality of American lives. This Framework will also help Federal agencies work across silos and prioritize areas for transformation by investing in tools and technologies that open new areas of discovery and better coordination of R&D activities. It does not define specific research agendas for individual Federal agencies; instead, agencies will continue to pursue priorities consistent with their missions, capabilities, authorities, and budgets, while maximizing planning, collaboration, and coordination with one another through the HITRD IWG to avoid duplicative efforts.

However, the more society relies on IT, the greater the potential disruption and destruction that adversaries can create via malicious cyber activities. Advances in cybersecurity are urgently needed to preserve the Internet’s social and economic benefits—as well as the security of the Nation and its online commercial and public infrastructure – by thwarting adversaries and strengthening public trust in cyber systems.
