Request for Information on the Development of a 2025 National Artificial Intelligence (AI) Research and Development (R&D) Strategic Plan

On behalf of the Office of Science and Technology Policy (OSTP), the Networking and Information Technology Research and Development (NITRD) National Coordination Office (NCO) welcomes input from all interested parties on how the previous administration’s National Artificial Intelligence Research and Development Strategic Plan (2023 Update) can be rewritten so that the United States can secure its position as the unrivaled world leader in artificial intelligence by performing R&D to accelerate AI-driven innovation, enhance U.S. economic and national security, promote human flourishing, and maintain the United States’ dominance in AI while focusing on the Federal government’s unique role in AI research and development (R&D) over the next 3 to 5 years. Through this Request for Information (RFI), the NITRD NCO encourages the contribution of ideas from the public, including AI researchers, industry leaders, and other stakeholders directly engaged in or affected by AI R&D. Responses previously submitted to the RFI on the Development of an AI Action Plan will also be considered in updating the National AI R&D Strategic Plan.

Comments Received in Response to: Request for Information on the Development of an Artificial Intelligence (AI) Action Plan (“Plan”)

The Office of Science and Technology Policy (OSTP) via the Networking and Information Technology Research and Development (NITRD) National Coordination Office (NCO) and the National Science Foundation, published a Request for Information (RFI) on February 6, 2025, to obtain public input from all interested parties on the Development of an Artificial Intelligence (AI) Action Plan (“Action Plan”). This Action Plan, as directed by a Presidential Executive Order (Executive Order 14179) on January 23, 2025, will help define the priority policy actions needed to sustain and enhance America’s AI dominance, and to ensure that unnecessarily burdensome requirements do not hamper private sector AI innovation. Through this RFI, OSTP and NITRD NCO sought input from the public, including from academia, industry groups, private sector organizations, state, local, and tribal governments, and any other interested parties, on priority actions that should be included in the Plan. The RFI comment period ended on March 15, 2025. This page includes 10,068 responses that were responsive to this RFI.

Networking and Information Technology Research and Development Request for Information on a National Plan for Cyber-Physical Systems Resilience

On behalf of Office of Science and Technology Policy (OSTP), the NITRD National Coordination Office seeks public input for the creation of a National Plan for Cyber-Physical Systems Resilience Research (the Plan). The goal of the plan is to shape a whole-of-government research and development (R&D) plan related to cyber-physical resilience across systems that may be local, regional, or national in scope. As defined in the President’s Council of Advisors on Science and Technology (PCAST) Report, Strategy for Cyber-Physical Resilience: Fortifying Our Critical Infrastructure for a Digital World, cyber-physical systems are defined as physical systems that rely on computing technologies for sensing, analysis, tracking, controls, connectivity, coordination, and human-system interaction. The National Climate Resilience Framework defines resilience as the ability to prepare for threats and hazards, adapt to changing conditions, and withstand and recover rapidly from adverse conditions and disruptions. From the perspective of the RFI, the system recovery period and performance are acceptable from a social and technical perspective. These definitions will be used for the purposes of this RFI, but respondents are welcome to provide alternate definitions if cyber-physical systems have a different meaning in their industry or field, along with the scientific rationale for specific use-cases. The Plan is scheduled to be released in 2025.

Networking and Information Technology Research and Development Request for Information on Digital Twins Research and Development

The Plan will act as an organizing national document, providing guidance for government investments in digital twins related research and offering valuable insights to help guide further federal R&D coordination to advance technology and accelerate the use and early adoption of the digital twin models to address the nation’s priorities and fast-track agency missions. The Plan is scheduled to be released in mid to late 2025.

Pursuant to the Presidential Memorandum on Modernizing United States Spectrum Policy and Establishing a National Spectrum Strategy, November 13, 2023, the Secretary of Commerce, acting through the National Telecommunications and Information Administration (NTIA), released a National Spectrum Strategy (Strategy), November 13, 2023. The word “spectrum” in this context refers to the radio frequency portion of the electromagnetic spectrum. Strategic Objective 3.2 of the Strategy directs the U.S. Government, through the White House Office of Science and Technology Policy (OSTP) and in coordination with the Federal agencies, to develop a National Spectrum Research and Development Plan (R&D Plan). On behalf of OSTP, NITRD NCO sought public input for the creation of the R&D Plan. The RFI was published in the Federal Register on February 20, 2024 (89 FR 12871). The R&D Plan will act as an organizing national document, providing guidance for government investments in spectrum-related research and offering valuable insights. The R&D Plan will identify key innovation areas for spectrum research and development and will include a process to refine and enhance these areas on an ongoing basis.

Notice of NITRD Workshop on the National Spectrum Research and Development Plan

As directed in the recent National Spectrum Strategy, the NITRD Wireless Spectrum R&D Interagency Working Group (WSRD IWG) is working on behalf of the White House Office of Science and Technology Policy (OSTP) to develop the National Spectrum R&D Plan. This workshop is an opportunity for academia, industry, and the public to engage in dialog with the WSRD IWG authors on the potential content of that plan. Agencies of the WSRD IWG are conducting a workshop as a follow-up to the recent Request for Information (RFI) on the National Spectrum Research and Development Plan in which the NITRD NCO sought public input for the creation of the National Spectrum R&D Plan. The R&D Plan will act as an organizing national document, providing guidance for government investments in spectrum-related research and offering valuable insights. The Plan will identify key innovation areas for spectrum research and development and will include a process to refine and enhance these areas on an ongoing basis. This workshop will provide an opportunity for the RFI respondents and others from academia, industry, and the public to engage in open dialog with the spectrum community and WSRD IWG authors on the potential content of the National Spectrum R&D Plan.

Notice of Open to the Public Meetings of the Networking and Information Technology Research and Development (NITRD) Program

The NITRD Program holds meetings that are open to the public to attend. The Joint Engineering Team (JET) and Middleware And Grid Interagency Coordination (MAGIC) Team provide an opportunity for the public to engage and participate in information sharing with Federal agencies. The JET and MAGIC Team report to the NITRD Large Scale Networking (LSN) Interagency Working Group (IWG).

Request for Information on the 2023 Federal Cybersecurity Research and Development Strategic Plan

(February 7, 2023)

Pursuant to the Cybersecurity Enhancement Act of 2014, Federal agencies must update the Federal cybersecurity research and development (R&D) strategic plan every four years. The NITRD NCO seeks public input for the 2023 update of the Federal cybersecurity R&D strategic plan. The updated plan will be used to guide and coordinate federally funded research in cybersecurity, including cybersecurity education and workforce development, and the development of consensus-based standards and best practices in cybersecurity.
