NITRD and NAIIO SUPPLEMENT TO THE PRESIDENT’S FY2023 BUDGET

This document is a supplement to the President’s FY 2023 Budget Request to Congress. Following Congressional mandate, the Supplement incorporates budgetary and programmatic information for member agencies of the NITRD Program and for the National Artificial Intelligence Initiative. This report covers FY 2021 actual, FY 2022 enacted, and FY 2023 requested funding levels by agency and Program Component Area for all NITRD R&D programs. It also describes the key R&D programs and coordination activities planned for FY 2023 by the Federal agencies participating in NITRD. This Supplement reports specific agency investments for FYs 2021–2023 for AI and the National AI Research Institutes and for advanced wireless communications. A separate appendix, the FY 2023 Federal Cybersecurity R&D Strategic Plan Implementation Roadmap, lists existing and proposed R&D projects that address critical national cybersecurity needs (https://www.nitrd.gov/pubs/FY2023-Cybersecurity-RD-Roadmap.pdf).

This document provides FY2023 implementation plans for the 2019 Federal Cybersecurity Research and Development Strategic Plan (Plan), developed by the Networking and Information Technology Research and Development (NITRD) Program’s Cyber Security and Information Assurance (CSIA) Interagency Working Group (IWG). This Strategic Plan Implementation Roadmap is provided per statutory requirement for public provision of this information pursuant to the Cybersecurity Enhancement Act of 2014, Public Law 113-274, Section 201(a)(2)(D), Implementation Roadmap, and under direction from the NITRD Subcommittee of the National Science and Technology Council Committee on Science and Technology Enterprise. CAREER OPPORTUNITIES: Program Manager, National Strategic Computing Reserve Pilot Program Office

The Networking and Information Technology Research and Development (NITRD) Program is seeking candidates interested in serving as the Program Manager for the NSCR Pilot Program Office. The NSCR Pilot Program Office will (1) develop a plan, to include the structures, policies, and processes for an NSCR Program Office, and (2) prototype the implementation and operation of these structures, policies, and processes. The Pilot Program Office plan and its prototype implementation will serve as framework that will inform that subsequent creation and operations of a production NSCR Program Office. It will define a one-stop shop in which subject matter experts will engage agencies with relevant missions, including first responders, science and engineering research, and workforce development, to quickly mobilize and deploy critical cyberinfrastructure (compute, software, data, expertise) capabilities and services in alignment with their missions during national crises and emergencies.
