NITRD and NAIIO SUPPLEMENT TO THE PRESIDENT’S FY2022 BUDGET

This document is a supplement to the President’s FY2022 Budget Request to Congress. Following Congressional mandate, the Supplement incorporates budgetary and programmatic information for member agencies of the NITRD Program and also, for the first time, of the National Artificial Intelligence Initiative. This report covers FY2020 actual investments, FY2021 enacted, and FY2022 requested funding levels by agency and Program Component Area (PCA) for all NITRD R&D programs, as well as describing the key R&D programs and coordination activities planned for FY2022 by the Federal agencies participating in NITRD. This Supplement also reports specific agency investments for FYs 2020–2022 for advanced wireless communications and for AI and the National AI Research Institutes. A separate appendix, the FY2022 Federal Cybersecurity R&D Strategic Plan Implementation Roadmap lists existing and proposed R&D projects that address critical national cybersecurity needs (https://www.nitrd.gov/pubs/FY2022-Cybersecurity-RD-Roadmap.pdf).

FY2022 FEDERAL CYBERSECURITY R&D STRATEGIC PLAN IMPLEMENTATION ROADMAP

This document provides FY2022 implementation plans for the 2019 Federal Cybersecurity Research and Development Strategic Plan (Plan), developed by the Networking and Information Technology Research and Development (NITRD) Program’s Cyber Security and Information Assurance (CSIA) Interagency Working Group (IWG). This Strategic Plan Implementation Roadmap is provided per statutory requirement for public provision of this information pursuant to the Cybersecurity Enhancement Act of 2014, Public Law 113-274, Section 201(a)(2)(D), Implementation Roadmap, and under direction from the NITRD Subcommittee of the National Science and Technology Council Committee on Science and Technology Enterprise. Thirty years has brought so much in the way of new emerging high-performance computing (HPC) technology to the United States and the global community. Why is 30 years an important marker in the computing world? It has been 30 years since the HPC Act of 1991 was signed into law and since then we have seen an explosion of data, supercomputers faster than the creators of Star Trek could have imaged, revolutionary types of computing – exascale, quantum, and neuromorphic – and more! This Act led to federally-funded IT R&D and the formation of the Networking and Information Technology R&D (NITRD) program that would coordinate the R&D.

The Networking and Information Technology R&D (NITRD) Program focuses its work on strategic R&D imperatives that lead to cutting-edge technologies and strengthens competitiveness. The NITRD Program was launched as the High-Performance Computing and Communication Program by the High-Performance Computing (HPC) Act of 1991 and reauthorized by Congress in the American Innovation and Competitiveness Act of 2017.
